This is a brand new install of Windows 10 and every time I try to install VLC Media player, I get half way through the installation but then a message pops up saying that an instance of this program is already running.

I notice you’re running Avast and Spybot which haven’t been recommended by any experts in Forums where we see the most cases for ten years since they bloated up and started causing issues. I would first uninstall both of those to default to built-in Defender, and then go through the rest of the steps for Windows 10 Performance and Install Integrity Checklist – Microsoft Community to check the install is set up correctly, optimized for best performance and any needed repairs get done.
Remember that if this is a factory install that this is an inferior install that most enthusiasts would never run in the first place.
